Practice of the Pilot Project

For exploiting a new way to solve the problem of difficulty and high cost in rural medical care, Laiwu Vocational and Technical College, Beijing Shenkang Medical Technology Co.Ltd., and the People’s Government of Xinzhuang in Gangcheng District, Laiwu City of Shandong Province altogether launched a pilot project of Rural Health Care, sponsored by World Federation of Acupuncture-Moxibustion Societies (WFAS).

1. Health Service Status

Xinzhuang, a mountainous town, covers an area of 168 square kilometers, consisting of 66 administrative villages with a total population of 48,000 people, 45,000 rural population included.  In the town, there is only a township hospital and a branch township hospital with 84 doctors and nurses in total, serving the whole town; there are also 56 villages’ clinics with 96 rural doctors in the town, serving the inhabitants of the villages.  

2. Project Mobilization

On April 22nd, 2010, the pilot project was officially initiated in the Hall of Xinzhuang People’s Government. Weijing, the Town Mayor, presided over the meeting, while Shi Chengrui and Li Junhai, President and Vice President of Laiwu Vocational and Technical College, and Wang Yuling, the founder of Bioelectricity Medicine and Technology as well as an associate professor of Peking University are attending the meeting. There are also 66 Party Secretaries, 300 rural doctors and town cadres joining in the meeting. President Shi made a few remarks on how to initiate the pilot project; town mayor made the arrangements on how to carry out the pilot project in details; Dr. Wang made an academic report on Bioelectricity Medicine and Technology. Then, Laiwu Vocational and Technical College established an agreement of the pilot project with Xinzhuang People’s Government. After the meeting, Dr. Wang gave 5 patients bioelectricity treatments with effectiveness.

3. Health Survey

    Laiwu Vocational and Technical College send 60 students to investigate the health status in the pilot villages. There are 1633 villagers involved. The final statistics shows that the common and frequent diseases among villagers are pain in waist and lower extremities, arthritis, cervical and lumbar vertebra pain, cold, and rhinitis; the increasingly diseases are heart disease, varicose veins, headaches, nervous tinnitus, skin diseases, and paralysis diseases (stroke sequelae).

4. Project Initiation

Laiwu Vocational and Technical College and Beijing Shenkang Medical Technology Co.Ltd. selected 14 bioelectricity “Shenkang technicians” divided into 3 groups working in the pilot villages. They provided both health consultations and medical services together with the local rural doctors. Under the active cooperation, the practice in the pilot village went well, when the village Party Secretary played up first of all and have the firsthand experience.  

5. Conclusion

There are 1147 inhabitants in the pilot villages who suffer pains of all kinds from the heavy works. 526 patients received the bioelectricity treatments. Most of them have been treated by acupuncture, needle scalpel, drugs and so on, which have little or no effectiveness. However, the effectiveness can be seen after 5 to 10 times’ treatments on the diseases with bioelectricity. The villagers themselves experienced the effectiveness and convenience of Bioelectricity Medicine and Technology, which is glorified as a good way and technology of removing suffers for people. The local rural doctors gave high compliments on it, while the Party Secretary considered the pilot project of Rural Health Care as a moral project.

Both Xinzhuang Party Committee and People’s Government regard that the pilot project of Rural Health Care improved their centripetal and impel force as well as the senses of cohesion and credibility.

President Shi of Laiwu Vocational and Technical College draw a conclusion that the practice of the pilot project of Rural Health Care is a certification of the availability of Bioelectricity Medicine and Technology in villages. It enjoys five characteristics as follows:

Firstly, it is simple to learn. Only several days’ training is required.

Secondly, the therapeutic effectiveness is rapid and obvious. In some common diseases and incurable diseases did the effectiveness of bioelectricity treatment surpass that of the drugs and surgeries.

Thirdly, the effectiveness is under quality control. Different operators can reach the same effectiveness.

Fourthly, the therapeutic requirement is simple. Only the electricity is needed.

Fifthly, the therapeutic price is low. The farmers are required to pay 10 or 20 yuan per therapy and received better effectiveness than other treatment.

The Bioelectricity Medicine and Technology is a breakthrough for overcoming the problems of the difficulty and high cost of getting medical treatment. It is also a new way to exploit the reform of Rural Health Care system under current situation.
